Right to be heard against bills brought from the Lords

44.7A petitioner who has not opposed a bill in the other House is not precluded from being heard upon their petition in the House of Commons;1 and Standing Order 130 expressly provides that:

‘A petitioner against a bill originating in the House of Lords who has discussed clauses in that House shall not on that account be precluded from opposing the preamble of the bill in this House.’
