40.24In principle, select committees are governed in their proceedings by the same rules as those which apply in Committee of the whole House. Thus, the next business motion cannot be moved in any committee. In practice, however, select committee proceedings are much more informal than those in the House.
Members may participate in select committee meetings via telephone or video call on the same basis as if they were attending in person. This also applies to members of joint committees.
