37.13Under Standing Order 191 the Commons have surrendered their privileges as far as they affect private bills sent from the House of Lords, which refer to tolls and charges for services performed, not being in the nature of a tax, or to local authorities' finance, or to sums payable by way of revenue support grant under the enactments relating to local government in England and Wales or in Scotland (see para 45.4 ). Standing Order 191 is applied to provisional order bills by Standing Order 219 and to special procedure order bills by Standing Order 248A.
