Hybrid bills originating in House of Lords

30.64Certain preliminary proceedings on a hybrid bill which originates and is pending in the House of Lords are regulated, so far as the House of Commons is concerned, by Standing Order 224, under which the Examiners are directed to report to the House of Commons whether any of the standing orders of that House relating to private business are applicable to the bill, and, if so, whether or not they have been complied with.1 If the Examiners report that the standing orders are applicable and have not been complied with, notwithstanding that the bill has not yet been introduced into the House of Commons, the report is forthwith referred to the Standing Orders Committee, which is empowered to report to the House whether such standing orders ought or ought not to be dispensed with (see Standing Order 104).
