Committee negatived

29.48In the case of Supply bills, such as the Finance Bill, and Supply and Appropriation Bills, the committee stage is now invariably dispensed with. In order to effect this, the question is put after the second reading ‘that this bill be not committed’ and, if this is agreed to, the bill then awaits third reading. This practice may be applied to Money bills under the Parliament Act 1911 (see paras 37.2837.31 ), with a view to saving time when there is no wish in any quarter of the House to propose amendments.1
