The Chair in Committees of the whole House

28.85In Committee of the whole House, the Chair is generally taken, at the Table, by the Chairman of Ways and Means, or by one of the Deputies (see paras 4.32–4.36 ). The Chair of a Committee of the whole House may be taken by a member of the Panel of Chairs (formerly the Chairmen's Panel, para 4.38 ). The Speaker may not take the Chair in Committee of the whole House; nor should any application be made to the Speaker for rulings on matters arising or likely to arise in Committee of the whole House.1 The Clerk Assistant is the Clerk of a Committee of the whole House.
