18.6A substantive motion is a self-contained proposal submitted for the approval of the House and drafted in such a way as to be capable of expressing a decision of the House, whether as a Resolution or as an order. Motions that are not intended to express a decision of the House, whether for a general debate on a specified matter or a substantive motion for the adjournment of the House, are described later in this chapter.
